Assessments used to delay or deny services. Schools require assessments before accommodating self-evident needs, demand specific professional credentials, insist on particular assessment tools, or reject assessments families provide. Strategic assessment imposes financial and temporal costs, delays intervention whilst harm continues, and positions schools as gatekeepers of legitimacy. Assessment demands often serve to ration access rather than inform support, weaponising procedural requirements against legal obligations.
