Complaints process overview

This page explains how School District 57 (Prince George) expects parents, students, and community members to raise concerns or pursue formal appeals. The district provides general guidance encouraging informal resolution, followed by a formal appeal process governed by Bylaw No. 4 – Appeals under section 11 of the School Act.

Unlike many districts, SD57 does not publish a clear, step-by-step complaint ladder on its parent-facing page. Instead, key procedural details are contained within the Appeals Bylaw.


How the district frames complaints

SD57 recognises that families may have concerns about decisions affecting students and encourages these to be addressed through collaborative communication with staff and administrators.

The district emphasises:

  • resolving concerns informally where possible
  • engaging with teachers and school/district staff
  • using the formal appeal process only when necessary

At the same time, the formal framework is set out primarily in legal and procedural language within the Appeals Bylaw.


Complaint resolution (informal process)

The district encourages informal resolution but does not publish a detailed escalation ladder on its parent page.

Based on available guidance, the expected pathway is:

Step 1: Staff member

Work directly with the teacher or staff member involved to resolve the concern.

Step 2: School or district administration

If unresolved, engage school or district administrators and follow internal guidelines for resolving concerns.

This stage represents the expected pre-appeal process before a formal appeal is initiated.


Formal appeal process (Bylaw No. 4)

If the concern remains unresolved and the decision significantly affects a student’s education, health, or safety, a parent or student may initiate a formal appeal to the Board.

Failure of a district employee to make a decision may also be treated as a decision for the purpose of appeal.


What can be appealed

Appeals apply to decisions that significantly affect a student’s education, health, or safety.

Examples include:

  • suspensions longer than five consecutive days
  • suspension for a health condition
  • placement in an educational program
  • promotion or graduation decisions
  • refusal of a program for students aged 16 or older
  • bullying, harassment, or safety-related decisions
  • failure to consult on IEP development

The Board may determine whether a matter meets this threshold.


Filing an appeal

To begin an appeal:

  • A written Notice of Appeal must be submitted to the Secretary-Treasurer
  • The appeal must normally be filed within 30 school days of completing the pre-appeal steps
  • The Notice must include:
    • student and appellant details
    • the decision being appealed
    • how the decision affects the student
    • steps taken to resolve the concern
    • the remedy sought

Board review and hearing

If the appeal proceeds:

  • The Secretary-Treasurer forwards the appeal to the Superintendent
  • The Board may consider written and/or oral submissions
  • The appellant may bring a support person or advocate
  • The Board may question participants

The Board may refuse to hear an appeal if:

  • it is not filed within the required timeline
  • it does not involve a district employee’s decision
  • it does not significantly affect the student

Decision

The Board:

  • issues a written decision with reasons
  • makes its decision in closed session

The decision is final within the district.


Provincial appeal

If the Board’s decision does not resolve the matter, it may be appealed to the Superintendent of Achievement under section 11.1 of the School Act.
